The cost of the refinery project was consistently reported (through various news articles other sources) as around $300-312 million until 2002, the year that WMPI applied for $100 million in federal funding from the first round of the U.S. Department of Energy's Clean Coal Power Initiative (CCPI). No explanation has been given for this sudden near-doubling of project costs.
